RT Group, Inc. (RTG) was retained by the Providence and Worcester Railroad (P&W) to be an expert witness in a case in which P&W was a defendant against the Connecticut Department of Energy and Environmental Protection (CTDEEP). The case was over a dispute between ownership of an existing dam located in Plainfield Connecticut which was flagged by the CTDEEP as deficient, therefore requiring remediation. As part of the project, RTG was tasked to prepare design, permitting, and construction budget estimates to help address the CTDEEP’s concerns. This included options to increase the spillway’s hydraulic capacity by removing the upper row of granite blocks on the spillway crest.
